MADRASAH DINIYAH TAKMILIYAH DALAM PERSPEKTIF STANDAR PELAYANAN MINIMAL DI KABUPATEN BOGOR

Abstract

This paper presents the results of research on Madrasah Diniyah Takmiliyah Awaliyah (MDTA) in the perspective of minimum service standards (Standar Pelayanan Minimal [SPM]) in Bogor. The study focuses on how the implementation of Madrasah Diniyah Takmiliyah in Bogor based on SPM and what are the factors supporting and inhibiting the fulfillment of the SPM. The results show that out of seven Madrasah Diniyah Takmiliyah research goals, there are only three madrasahs which have reached minimum of 70% of the SPM, while four other madrasas remain below 70% of achievements. Supporting factors for the achievement of SPM include the roles of local government, Communication Forum of Diniyah Takmiliyah (Forum Komunikasi Diniyah Takmiliyah [FKDT]), and the Ministry of Religious Affairs. While the inhibiting factors are: (1) lack of supervisors; (2) inadequate facilities and infrastructure; (3) minimal operational budget; (4) lack support from the community to the existence of Diniyah Takmiliyah; and (5) Regulation which do not require Diniyah certificate as prerequisite condition to the entry of formal education. Tulisan ini menyajikan hasil penelitian mengenai Madrasah Diniyah Takmiliyah Awaliyah (MDTA) dalam perspektif Standar Pelayanan Minimal (SPM) di Kabupaten Bogor. Penelitian difokuskan pada bagaimana penyelenggaraan Madrasah Diniyah Takmiliyah di Kabupaten Bogor berdasarkan Standar Pelayanan Minimal dan faktor apa saja yang menjadi pendukung dan penghambat bagi pemenuhan SPM tersebut. Hasil penelitian menunjukkan, bahwa dari 7 Madrasah Diniyah Takmiliyah sasaran penelitian, baru terdapat 3 madrasah yang telah mencapai 70% dalam memenuhi Standar Pelayanan Minimal, sementara 4 madrasah lainnya masih berada di bawah 70%. Faktor pendukung ketercapaian Standar Pelayanan Minimal di antaranya adalah peran Pemerintah Daerah, Forum Komunikasi Diniyah Takmiliyah (FKDT), dan Kementerian Agama. Sementara faktor penghambat adalah: (1) Ketiadaan Pengawas; (2) Sarana dan prasarana yang kurang memadai; (3) Dana operasional yang sangat minim; (4) Lingkungan masyarakat yang masih kurang mendukung keberadaan Diniyah Takmiliyah; (5) Perda belum mewajibkan ijazah Diniyah menjadi prasyarat masuk jenjang pendidikan formal.
