This research is motivated by the writer's anxiety regarding the Distribution of Productive Zakat BAZNAS in Tanjung Jabung Timur Regency in Mustahik Empowerment (Case Study in Sadu District).  The research objective was to find out how the Proseder of Productive Zakat distribution, in the empowerment of mustahik in Sadu District, What are the Supporting and Obstacles in the Distribution of Productive Zakat in Mustahik Empowerment, in Sadu District.               The result is that in general, from analysts, the distribution of zakat funds at Baznas Tanjung Jabung Timur Regency is only distributed to the poor, amil, and ibnu sabil.  This is according to Imam Malik, Abu Hanifah, which is not obliging the distribution of zakaat to all targets.  However, regarding the opinion of Imam Syafi'i in his book Wahbah Al-Zuhaily that the Syafi'i school says, zakat must be issued to eight groups of people, both zakat fitrah and zakaat mal.  According to Imam Syafi'i zakat is obligatory to be given to eight groups if all the groups exist.  If not, the zakat is only given to the existing groups.                The inhibiting factors that have been felt by the BAZNAS managers in Tanjung Jabung Timur Regency are as follows: a.  Lack of human resources, b.  Inadequate understanding of amil fiqh, c.  Low public awareness, d.  The technology used, e.  Zakat information system.
