Abstract
The idea of sustainable blue economy puts social justice, ecology-based, maintains local wisdom, and environmental conservation. The processing community should not be treated as a cultivating community, conservation areas should not be exploited. Efficiency and optimization of resource use with environmentally friendly methods and ecological parameters must be put forward. Regulations and technological developments, both regarding the technology of tools to utilize marine and technological potential to develop and conserve marine potential itself, must be utilized as much as possible for the prosperity of the community. This contribution is used as a Cluster maritime framework created by the Regional, Provincial and Central Government. The design of strategies and policies - the policy of utilizing marine potential that encourages market expansion and trade system must be adhered to in its implementation so that it becomes effective.
