In accordance with the vision and mission of the Mayor of Lhokseumawe, namely the purpose of establishing a company is to provide services for the provision and distribution of drinking water to meet the basic needs of the community and to support the acceleration of development and improvement of community welfare in accordance with the mandate of the Constitution. This study aims to determine and analyze the effect of equity participation in the Regional Drinking Water Company (PDAM) Ie Beusaree Rata on the Regional Original Opinion (PAD) of Lhokseumawe City. This research also aims and analyzes the policy of equity participation in the Regional Drinking Water Company (PDAM) Ie Beusaree Rata. The research method used is qualitative research with a descriptive approach. Data collection techniques using observation, interviews and documentation. Furthermore, the data were analyzed using data analysis model miles and huberman or so-called interactive analysis method. Based on the overall data that the authors conducted through interviews, observation and analysis, the government has provided capital participation since the beginning of this PDAM and has been done gradually every year, until 2019 it has received 22 billion rupiah. However, the management of the PDAM itself has not been maximized because the budget included is not sufficient for the needs of PDAM Ie Beusaree Rata, it can be seen that there are still obstacles in running PDAM Lhokseumawe City, among others: Insufficient Budget to run PDAM Ie Beusaree is flat and lack of awareness from the community to pay bills on time, the completeness of PDAM facilities and infrastructure such as pipelines throughout the Lhokseumawe City area has not been maximized, is lacking; the budget has not been maximized so that it has not produced PAD to the City Government of lhokseumawe. The need for strong commitment and hard work from all components, both employees and also the support of the Lhokseumawe City Government as shown so far, so that PDAM Ie Beusaree on average Lhokseumwe City will be able to achieve development according to the Vision and Mission. ABSTRAKSesuai dengan visi dan misi walikota Lhokseumawe yaitu tujuan pendirian  perusahaan adalah untuk memberikan pelayanan penyediaan dan penyaluran air minum untuk memenuhi kebutuhan pokok masyarakat serta mendukung percepatan pembangunan dan peningkatan kesejahteraan masyarakat sesuai amanah Undang-undang Dasar. Penelitian ini bertujuanUntuk mengetahui dan menganalisis pengaruh penyertaan modal kepada Perusahaan Daerah Air Minum (PDAM) Ie Beusaree Rata terhadap Pendapat Asli Daerah (PAD) Kota Lhokseumawe. Penelitian ini juga bertujuandan menganalisis kebijakan penyertaan modal kepada Perusahaan Daerah Air Minum (PDAM) Ie Beusaree Rata sudah tepat. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Selanjutnya data dianalisis menggunakan analisis data model miles dan huberman atau disebut metode analisis interaktif. Berdasarkankeseluruhandatayang penulislakukanmelaluiwawancara, observasidananalisis,makaPenyertaan modal dari pemerintah memang sudah ada dari awal PDAM ini berdiri dan di lakukan bertahap setiap tahunnya ,sampai dengan tahun 2019 sudah menerima sebesar 22 milyar rupiah. akan tetapi managemen PDAM sendiri belum bisa maksimal karna anggaran yang di sertakan belum cukup untuk kebutuhan PDAM Ie Beusaree Rata, dapat diketahui bahwa masih adanya kendala dalam menjalankan PDAM Kota Lhokseumawe antara lain: belum Cukupnya Anggaran untuk menjalankan PDAM Ie Beusaree rata dan kurangnysa kesadaran dari masyarakat untuk membayar tagihan tepat waktu, kelengkapan sarana dan Prasarana PDAM seperti pipa jaringan keseluruh wilayah Kota Lhokseumawe belum bisa maksimal, kekurangan; anggaran belum maksimal sehingga belum menghasilkan PAD kepada Pemerintah Kota lhokseumawe.Perlunya komitmen dan kerja keras yang kuat dari seluruh komponen, baik karyawan dan juga dukungan Pemrintah kota Lhokseumawe sebagaimana yang ditunjukkan selama ini, sehingga PDAM Ie Beusaree rata Kota Lhokseumwe akan mampu mencapai perkembangan sesuai Visi dan Misi
