The study was conducted to find out the existence of the philosophy of government in providing solutions to national problems. This writing uses a qualitative research approach with descriptive methods. The study was conducted using literature study. In addition, in the viewpoint of philosophy of science, the essence of a science can be seen from three things, namely the ontology, epistemology and the axiology of the science concerned. Ontology essentially discusses what we want to know, how far we want to know, or in other words, an assessment of the theory of “being”. Then how do we get knowledge about the object? To answer that question, we turn to epistemology: the theory of knowledge. Finally in answering the third question about the value of the use of the value of knowledge, we turn to axiology: the theory of values. Each fruit form of human thought can be returned to the basics of ontology, epistemology and axiology of the thinking concerned. Philosophy analysis in terms of these three bases will lead us to the essence of the fruit of the thought. Likewise we will study the science of government in terms of the same starting point to get a deep picture. By observing various dynamics related to the provision of public services, by tracing related documents. It can be concluded that: one of the functions of government is public service, which is axiology of government science is a field of study that will strengthen the existence of government science through the implementation of 5 (five) functions of science, namely: describe, explain, verify (verification), predict (prediction), form theory (theory formulation). By analyzing the various problems of the implementation of public services through the functions of government science, it is hoped that the best solution can be sought, so that in the future the performance of public services is expected to fulfill the public’s desire, namely the creation of excellent public services. On the other hand, government science will be more functional with the development of new concepts, laws and theories in the field of government science.
