Abstract
This paper illustrates the difference in how social and economic policy views view poverty and its underlying causes, with these differences the way to define it, measure it and institutionalize mechanisms to reduce it will also be different and give different results. The paper also highlights many dimensions of poverty that are ignored by economic policy and considers obstacles that hamper the effectiveness of current poverty reduction strategies.
