Abstract

This study aims to analyze the readiness of HR or Bureaucratic Apparatus in the LL Dikti X Sub-Staff in implementing Administrative reform. The study was conducted using descriptive qualitative research methods with data collection techniques in the form of in-depth interviews and documentation studies. The theory used is competency based readiness of Human Resources. The results of this study indicate that the existence of an appropriate HR management system starting from the management of the organization, management and development of human resources will produce the right and efficient ASN in supporting the implementation of Public Administration Reform. Clean and accountable bureaucracy, effective and efficient bureaucracy and bureaucracy that has quality public services. These targets can be realized if the mental changes in the apparatus have been created.
