HOMOGENITAS VERSUS MULTIKULTURALISME: PERDEBATAN PENERIMAAN PEKERJA ASING DI JEPANG

Abstract

This article describes the rivalry of homogenity and multiculturalism conceptions in the debate on acceptance of foreign workers, including fromMuslim world, in Japan. National debate in Japan spawned two opposinggroups, i.e. sakoku group (who reject foreign workers) and kaikoku group(who receive foreign workers). On behalf of the control and power, Japanspolitical ellites disseminate a conception that Japanese people are ahomogenous or monoculture society. Today, the homogenity conception isfaced with multiculturalism conception that is spreaded out in Japanese societyin order to help Japanese society in understanding for accepting foreignworkers which has increasingly needed by Japan industry. Various industrialsectors in Japan needs many foreign workers to be employed in low-wage worksectors that are called 3Ks, i.e.: kitanai (dirty), kiken (dangerous), and kitsui(hard). While Japanese society is still widely in monoculturalism conception, tofacilitate community in accepting foreign workers with various cultures andreligions, they need a new conception, i.e. multiculturalism.
