ANALISIS TERHADAP KEBIJAKAN-KEBIJAKAN PEMERINTAHAN DAERAH KABUPATEN BANYUMAS DI BIDANG SOSIAL KEAGAMAAN
Abstract
Perda (local-regencies rule) enacted by Banyumas Regency on social-religious domain generally are explanation orelaboration of higher act or rule. It’s a realization of implementation Local Autonomy Act. Analyzing from existing perdas, showing thatreformation on Banyumas Regency Government emphasize on institution and administration system. However, system and institutionalreformation can’t work smoothly if without cultural reformation, that being done by work programs of every local agency and technicalinstitution. In order to enhancing culture, necessitating support from perda as highest local-rule, so that community dynamics and creativitycan develop. We have to recognize that there’s a few perda by Banyumas Regency Government that in purpose fulfilling people’s needand demand. But not yet as strong basis empower society. Therefore, in the future we should think about perdas with this goal, namelyenhancing social participation.
