Melalui kebijakkan kepemilikkan atas hak tanah, yang diberikan oleh negara kepada setiap warganya memungkinkan tanah-tanah tersebut dapat membantu dan menunbuhkembangan perekonomian masyarakat dalam rangka menunjang perekonomi negara dan masyarakat Hak menguasai negara atas tanah, yang di berikan negara pada setiap warga tentunya membawa pengaruh bagi setiap warga terutama kepastian hak atas tanah.
